Open unemployment is part of the workforce who are not working or looking for work (good for those who have never worked at all or who already work), or is preparing a business, they are not looking for work because it was not possible to get a job and those who already have jobs but have not started working. The proportion or the number of open unemployment of the labor force is useful as a reference for the government for opening new jobs. In addition, the trend of this indicator will indicate the success of employment programs from year to year. This indicator can be calculated by comparing the total population aged 15 years or older who are looking a job, with a population that is included in the labor force.
Data as a basis for calculating this indicator can be obtained from the cencus of population, the national economic and sosial survey (SUSENAS), and the national employment survey. Devinition of variables from SUSENAS see appendix in the labor force indicator point 7, looking for work.
The amount of open unemployment has broad social implications that are not working because they have no income. The higher the unemployment rate the greater the potential social insecurity it caused such criminality. Conversely the lower the unemployment rate, the more stable social conditions in society.
